Otay Ranch Town Center

Otay Ranch Town Center is the first major shopping and entertainment  center to come to the San Diego metropolitan market in more than twenty  years.  For the South Bay area, it completely redefines the manner in which  public gathering spaces blend with fashionable, fun stores, white-table-cloth  dining and entertainment.

Visitors walk down urbane, bustling, open-air, shop-lined  sidewalks with   on-street parking, outdoor cafes and grand  fountains. A pet-friendly setting  and adjacent doggie park  welcome  4-legged visitors, and a centrally   located “chalk garden”  and popper fountain for children make this   destination especially  one-of-a-kind. Sophisticated “California heritage”   architecture --  with attention to detail -- creates a place that people will   revisit to  play, gather, linger, shop and be entertained.

Eclectic tastes are served by Macy’s, REI, Barnes & Noble, Apple,  Sephora   and White House Black Market, to name just a few. On  the center's west   side is a specialty fashion and service village  featuring Gila Rut Aveda Salon  and other unique fashions and  services. Cowles Mtn


Cowles Mountain

At an elevation of 1,591 feet, the summit of Cowles Mountain is the highest point in Mission Trails Regional Park and the city of San Diego. This immensely popular hike can see hundreds of trekkers a day. There’s a good reason for the crowds—the hike is a challenging workout and the views are superb, including the Cabrillo Monument, downtown San Diego, La Jolla, and the Pacific. On clear mornings it seems all of Southern California lies within the 360-degree summit panorama, with views of San Clemente Island (81 miles away), the San Gabriel Mountains (108 miles away), the Laguna Mountains, and Mexico. And best of all, it's dog friendly.

Lake MurrayLake Murray

Lake Murray Reservoir is located within the boundary of Mission Trails Regional Park, which lies between the city of San Diego and the neighboring communities of La Mesa and Santee. The lake is open for shore fishing and private boats (when water level allows) seven days a week. Lake Murray is closed on Thanksgiving, Christmas and New Years. There are no rental boats available. When full, the reservoir has 171.1 surface acres, a maximum water depth of 95 feet, and 3.2 shoreline miles. Murray Reservoir has a water storage capacity o f 4,684.2 acre feet. Water levels are monitored weekly.

This lake is very popular for bicycling, jogging, walking, rollerblading, and picnicking. Patrons can walk on paved road only as far as the dam gate (approximately 3.2 miles) and then must return, making it a 6.4-mile round trip. There are 10 barbecues and 64 picnic tables located around the lake. Patrons can bring their own barbecues for use in designated areas only. No ground fires or glass containers are allowed. Dogs must be kept on a leash at all times. Dogs are not allowed on any boats. Smoking and alcohol are prohibited at Murray. Overnight camping is not allowed at Murray Reservoir

  • Balboa Park, 24 hours a day at:
    • Nate's Point - Balboa Dr. at El Prado, south side of Cabrillo Bridge.
    • Morley Field northwest of tennis courts.
  • Cadman Community Park
    Cadman Park in Clairemont is located at 4280 Avati Drive. For hours and boundary information, please visit our Cadman Park Leash Free page.

  • Capehart Park
    Located at the corner of Felspar and Soledad Mountain Road, this one acre park offers the following amenities: two fenced pens, on turfed areas: one for small dogs and one for large or all dogs, areas to provide water for dogs, a drinking fountain, picnic tables and benches, and a parking area. It is open 24 hours.

  • Dog Beach
    Located in Ocean Beach at the foot of Voltaire Street, this site offers 24 hour access to the beach and ocean.


  • Located at 8175 Regents Road, this park is situated behind Doyle Recreation Center and offers two fenced turfed areas, one for small dogs and one for large or all dogs. It is open 24 hours however it is not lighted.


  • Located on Sunset Cliffs Boulevard between Nimitz and West Point Loma, this one acre park offers one area for all dogs. There is discussion about adding water stations for dogs and fountains for people, and expanding this site to five acres.

  • Fiesta Island
    Located in Mission Bay Park, Fiesta Island offers a 5.2 mile asphalt path around the island for dogs walkers. Hours are from 6:00 a.m. - 10 p.m. everyday.

  • Located at Grape Street and 28th Street this site is unfenced and is available for off leash use during the following designated days and times:

    Posted Leash Free Hours:
    • Monday thru Friday: 7:30 a.m. to 9:00 p.m.
    • Saturday, Sunday, and Holidays: 9:00 a.m. to 9:00 p.m.

  • Located at 3170 Armstrong Street, this one acre park near the Kearny Mesa Recreation Center offers one area for all dogs. The site is now lighted which allows for evening use. Hours are from 6:30 a.m. - 10:00 p.m. everyday. There is a water station for dogs and fountains for people. Parking can be a challenge during the day as the closest parking lot is used by students attending Mesa College.


  • Located at 7815 Flanders Street, this .65 acre park offers one turfed area with a walkway and drinking fountain.


  • Located at 8820 Judicial Drive, just east of the North University Community Branch Library building, (map) and near the Nobel Athletic Fields and Recreation Center, this area offers adjacent parking and separate sections for large and small dogs.


  • Located at 18448 West Bernardo Drive, this 2.66 acre park offers leash free space adjacent to Rancho Bernardo Community Park, and includes additional parking for dog park users.


  • Located on Salmon River Road at Fairgrove Lane across the street from the Rancho Peñasquitos Branch Library, this one acre park offers two fenced, double-gated, turfed areas; one for small dogs and one for large or all dogs, benches, and a street parking area. It is open dawn to dusk.


  • Located on Lansdale Drive off Del Mar Heights Road, this one acre park offers a turfed and mulched area

General Information

All people bringing their dogs to leash free areas enter at their own risk and accept full responsibility and liability for their dog's actions.

All other park areas with the exception of the Beaches and Mission Bay allow dogs at any time, but they must be on a leash.

Owners are always required to clean up after their dogs. All athletic fields and Robb Field:  Dogs are not allowed on any athletic field at any time.
